The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are fought: optimistic declarations are delivered from various governments. Immense energy is expended on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a capacity provided through current data. From observation points, defense planes that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly gives way to resigned acknowledgment: possibly the approaching threat won't cause damage this time, protecting urban areas from devastation and additional electricity failures.

Ongoing Risks

Soon after, a automatic firearm fired at a drone close by, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are evidently unprepared to replace in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new proposal from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unrealistic to force Russia to relinquish the land that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does little to deter Moscow, through diplomacy or military means, from believing that the situation will not change more in its favour in the coming year.

Divergent Views

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but averting a entire defensive failure until conditions improve in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a armistice. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their task will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
